政策や制度設計に関する検討会や有識者会議では、議事概要や配布資料が丁寧に整備され、公開されています。 しかし実際にそれを活用しようとすると、次のような壁に直面します。

- 資料が膨大で、そもそも一通り読むのが大変
- なんとか目を通したとしても、議論の全体像や論点の流れをつかみにくい
- 「どの回で何が論点になり、どう進展したのか」が見えない

結果として、今どんな方向で議論が進んでいるのかを把握するには、時間も労力もかかってしまいます。

生成 AI を活用すれば、こうした資料群から次のような視点で全体感を整理できます。

- 各回の主要な議題と合意事項をコンパクトに一覧化  
- 特定テーマごとに、どのように議論が繰り返され・深まってきたかを把握  
- 直近の会議で何が注目され、何が新たに論点化したかを短くまとめる

 つまり、すべてを精読しなくても、検討の方向性や論点の構造をつかむことができるようになります。

まず、内容を掴みたい会議の公開資料（議事概要、議事録、配布資料など）を全て用意します。これも、生成 AI を使ってプロンプトを作成・実行することで、自分でコードを書かなくても簡単にスクレイピングが可能です。  
（本記事ではこの部分は割愛し、手元に公開資料がダウンロードできている前提で進めます。）

その資料を生成 AI に読み込ませ、例えば以下のプロンプトを実行することで、会議の全体感や論点別の動向、最新の注目トピックなどを概観することができます。

> 以下は、ある政策会議における複数回分の資料（配布資料・議事概要・参考資料など）です。  
> これらをもとに、以下の3つを日本語で整理してください。
>

> 
> 各回（第1回～第N回）ごとに、以下の5項目を含む「会議別サマリー表」を作成してください。

> - 内容は資料本文から読み取れる範囲で記述してください。不明な項目は「記載なし」で可。  
> - 開催日は本文・ファイル名・フォルダ名などから推定できる場合に明記してください。

> 
> 主要な政策テーマごとに、\*\*どの回で何が議論されたか、どのように進展・変化したか\*\*をタイムライン形式で整理してください。

> - 議論の進展・継続性・合意形成の有無などに注目してください

> 直近の会議（例：第5回以降）において議論された、\*\*重要な政策的論点や方向性の変化\*\*を要約してください。

> - 注目すべきキーワード・構想・課題提起などを優先的に記載  
> - 出典がわかる場合は以下のように括弧で示してください：

> - 表記は自然な日本語で、横スクロールを必要としない構成としてください  
> - 過剰な専門用語の羅列は避け、政策関係者が読んで理解できるレベルで記述してください

なお、こうした大量のドキュメントの処理においては、Google 社の [NotebookLM](https://notebooklm.google/)  が非常に有用な生成 AI ツールの一つです。

生成 AI の活用は、「全文を要約する」ためだけのものではありません。各回のポイント、テーマごとの議論の流れ、直近の注目事項を把握することで、大量の資料を効率的に俯瞰することが可能になります。

全体感を大まかにつかんだ後に、知りたいポイントに注目して精読するという使い方もお勧めです。
