# 『予算質疑サポーター』のプロトタイプを公開しました

予算審議は、限られた時間の中で膨大な資料を読み解き、論点を整理し、政府答弁に備えた質問を設計する高度な準備作業が求められます。とくに複数省庁にまたがるテーマでは、個別論点のつながりを見落とすと、質問の切れ味が弱くなりがちです。

そこで PEP では、予算資料の分析から質疑準備までを生成 AI で補助するツール『予算質疑サポーター』のプロトタイプを公開しました。   
本ツールは、資料の取り込み・論点抽出・根拠整理・質疑カード作成・本番想定シミュレーションまでを一連で支援し、質疑を行う国会議員の仕事を追体験することができます。また本アプリは、今後国会において、AI が作業の下支えを行い、人が最終判断を行うことで、より短時間で実践的な審議を行っていくためのコンセプトプロトタイプとしても公開しています。

## 本ツールの主要機能紹介

### 予算資料から論点を自動抽出

PDF や関連資料を取り込むと、生成 AI が論点候補を抽出し、カテゴリ・委員会・インパクトと合わせて整理します。根拠となる引用やページ情報も紐づけて確認できるため、論点の妥当性をすぐに点検できます。

### 省庁レク向け質問の自動生成

抽出した論点をもとに、所管省庁への事前レクで確認すべき質問を自動生成します。質問の意図や期待する提出資料まで整理されるため、ヒアリング前の準備を効率化できます。

### 質疑カードの生成と編集

論点ごとに、冒頭質問・提示ファクト・想定答弁への切り返し・時間配分を含む質疑カードを生成します。カードは編集可能で、実際の議員質疑のスタイルに合わせて調整できます。

### 省庁横断テーマの検出とテーマ準拠カード生成

複数論点を横断的に分析し、省庁間でつながる政策課題を「横断テーマ」として検出します。さらに、横断テーマに沿った質疑カードを生成できるため、個別追及だけでなく、省庁間の整合性・責任分担・政策全体の優先順位まで踏み込んだ構成を準備できます。

### 質疑シナリオの構築と模擬応答

複数カードを組み合わせた質疑シナリオを作成し、時間配分を設計できます。

シミュレーション機能では大臣答弁を想定したやり取りとフィードバックが得られ、質疑の改善点を事前に洗い出せます。

### 共有と運用のしやすさ

作成したシナリオや成果物は共有機能を通じてチームで確認できます。議員本人だけでなく、政策スタッフ・調査担当との共同作業にも対応しやすい構成です。

『予算質疑サポーター』は、予算審議における準備工程を可視化し、論点形成から質疑実践までの質を高めるための支援ツールです。人の判断と AI の補助を組み合わせることで、より実効性のある議会対応を後押し、より良い政策議論が国会で行われる未来に向けた、コンセプトの検討の一助となることを目指しています。
