海外シンクタンクの議論を日本語で読み解き、日本のビジネスや政策への含意を考えるポッドキャストシリーズ **「PEP Think」**。​  
今週は、技術主権とエコシステム戦略、AI 時代の格差是正という 2 つのテーマから、制度設計とビジネス戦略を考えるエピソードを 2 本公開しました。​

## 「技術主権とエコシステム戦略の実践論」

 

このエピソードでは、「技術主権とエコシステム戦略の実践論」をテーマに、技術エコシステム・産業プラットフォーム・デジタル基盤という3つの観点から記事を取り上げます。​  
AI チップや先端半導体から、EV 産業、クラウドサービスまで、目に見えにくい依存関係とエコシステム設計の重要性を、日本への示唆とともに整理します。​

- [技術エコシステムと「技術的デクステリティ」（CSIS）](https://www.csis.org/analysis/tech-edge-living-playbook-americas-technology-long-game)  
  「Tech Edge: A Living Playbook for America’s Technology Long Game」を手がかりに、米国が AI チップや先端半導体では優位に立つ一方で、レアアース処理や加工インフラでは中国依存が続いている構図を紹介します。​  
  技術をスタック／プレシジョン／プロダクション／ベースの 4 類型に分け、それぞれに異なるエコシステム（資本・市場・人材・制度など）が必要になるという整理や、「ミッシング・ミドル」への投資不足という論点から、日本でもどの類型で強みを持ちうるのかを問います。​

  「Cars, Canola, and the Country Canada Chooses to Be」をもとに、中国向けカナダ産菜種の市場アクセス回復と、中国製 EV 関税引き下げをめぐるカナダの合意を取り上げます。​  
  サプライチェーンや熟練労働、技術蓄積を引き寄せる自動車工場と、他国でも代替可能なコモディティとしての農産物という違いを整理し、「車と菜種を同じように扱ってよいのか」という問いを通じて、日本が似た局面に直面した場合の判断軸を考えます。​
- [デジタル基盤としての Cloudflare と「マス・クリティカリティ」（RUSI）](https://www.rusi.org/explore-our-research/publications/commentary/mass-criticality-rethinking-critical-infrastructure-uk)  
  RUSI の「Mass Criticality: Rethinking Critical Infrastructure in the UK」を手がかりに、Cloudflare のようなサービス障害が複数の国やサービスに波及しうる「マス・クリティカリティ」という概念を紹介します。​  
  特定企業への依存が高まることで生じる単一障害点のリスク、OSS や SaaS の更新で依存関係が常に変化するなかでの棚卸しの難しさ、多様化・分散化によるレジリエンス向上と運用複雑化とのトレードオフを整理し、日本が海外クラウドに依存する状況で何が起こりうるかを議論します。

このエピソードでは、「AI 時代の格差是正に向けた新しい制度設計」をテーマに、AI 雇用ショックとユニバーサル・ベーシック・キャピタル（UBC）、そして学位アプレンティスシップに関する 2 本の論考を取り上げます。​  
AI が雇用や賃金分布に与えるインパクトと、「働きながら学ぶ」経路の拡充という2つの視点から、日本の雇用政策・教育政策・リスキリング施策のこれからを考えます。​

  MIT のデビッド・オーターによる議論を紹介した「How the ‘AI Job Shock’ Will Differ From the ‘China Trade Shock’」を手がかりに、中国からの輸入急増が特定地域・産業を直撃した「チャイナショック」と、これから本格化する「AI 雇用ショック」との違いを整理します。​  
  AI がタスク単位で広く浸透し中間層の賃金や仕事の質に影響する可能性、介護・保育・清掃など自動化しづらいエッセンシャルワークが賃金上昇から取り残されるリスクを紹介し、労働を「適用可能な価値」として捉え直す視点や、UBI ではなく UBC として資本所得へのアクセスを広げる構想の含意を検討します。​
- [学位アプレンティスシップ──働きながら学位を取る新しい教育モデル（New America）](https://www.newamerica.org/education-policy/reports/mapping-the-landscape-of-degree-apprenticeship-expanding-a-promising-model-for-mobility/)  
  「Mapping the Landscape of Degree Apprenticeship: Expanding a Promising Model for Mobility」をもとに、有給の実務経験、メンターによる OJT、高等教育での授業、学位と職業資格の双方を得る仕組みという4つの要素から学位アプレンティスシップを整理します。​  
  教師・看護師など人手不足で社会的に重要な職業で導入が進んでいる点や、本来学位が典型的要件でない職種にも学位付きアプレンティスシップが広がっている状況を踏まえ、日本で教員・看護・介護・IT などにおける「働きながら学ぶ」経路をどう増やすか、その制度設計と地域人材戦略への示唆を議論します。
