# 今週の PEP Think：欧州産業政策の転換点と、産業政策と通商の新局面

海外シンクタンクの議論を日本語で読み解き、日本のビジネスや政策への含意を考えるポッドキャストシリーズ **「PEP Think」**。
今回は、「欧州産業政策の転換点」と「産業政策と通商の新局面 」という2つのテーマから、日本の外交・通商・産業戦略を考えるエピソードをお届けします。
## 欧州産業政策の転換点
1 本目のエピソードでは、伊独連携、EU 排出量取引制度（ETS）、ブリュッセル効果という3つの論点から、「欧州産業政策の転換点」を読み解きます。
防衛・重要鉱物・脱炭素投資・デジタル規制がどのように結びつき、欧州の対外戦略と産業戦略を形づくっているのかを、日本への含意とともに整理します。
#### 新しい欧州推進力としての伊独連携（ECFR）
ECFR の「[When in Rome: The Italian-German motor in action](https://ecfr.eu/article/when-in-rome-the-italian-german-motor-in-action/)」をもとに、ローマ会談で合意された伊独の行動計画と安全保障協力の中身を紹介します。
南欧・中東欧に政治資本を持つイタリアと、財政規律を重んじる北欧・オランダ諸国から信頼を得るドイツの組み合わせが、従来の仏独主導とは異なる地域横断的な連合構築力を持つとする議論を取り上げ、32ページに及ぶ行動計画、年次2+2協議、防衛産業協力、重要鉱物での対中依存低減などの柱を解説し、日本の外交・産業政策への示唆を考えます。
#### 炭素価格の再設計──ETSを産業投資の原資へ（Bruegel）
Bruegel の「[Europe’s emissions trading system is an ally, not an enemy, of industrial competitiveness](https://www.bruegel.org/analysis/europes-emissions-trading-system-ally-not-enemy-industrial-competitiveness)」をもとに、EU ETS の見直し議論を整理します。
2005〜2020年に ETS が EU 排出を大きく削減しつつ利益・雇用への影響は限定的だったとする実証研究や、特定セクターで生じたウィンドフォール・プロフィット、電力に比べて製造業の削減が進んでいないデータを踏まえ、無償配分継続に条件を付すこと、オークション収入を真の脱炭素投資に結びつけること、EUレベルの収入取り分を増やし産業転換投資に充てることという3つの提案を紹介します。
ETS を「キャップ・アンド・トレード」から「キャップ・アンド・インベスト」へ転換する構想として、日本の GX 経済移行債や今後の国内 ETS 設計にどのような示唆があるかを検討します。
#### ブリュッセル効果とグローバルサウスのイノベーション（ITIF）
ITIF の「[How the Brussels Effect Hinders Innovation in the Global South](https://itif.org/publications/2026/01/26/how-brussels-effect-hinders-innovation-in-global-south/)」を手がかりに、GDPR などEU デジタル規制がグローバルサウスに与える影響を考えます。
ブリュッセル効果を価値観共有ではなく「規制帝国主義」と捉える議論を紹介し、域外適用や十分性認定を通じて EU 型ルール導入を迫るメカニズム、十分性認定国の偏り、ケニア・南アフリカ・インドネシアなどでのデータローカライゼーションや生産・投資への影響を整理します。
そのうえで、APEC 越境プライバシールール（CBPR）のような柔軟で相互運用可能な枠組みを例に、グローバルサウスが自国の開発段階や実装能力に応じた規制を模索すべきだとする提案を取り上げ、日本のデータガバナンスやデジタルパートナーシップ戦略への示唆を考えます。
## 産業政策と通商の新局面
2本目のエピソードでは、「産業政策と通商の新局面」をテーマに、AI・半導体・重要鉱物をめぐる現在の政策環境を捉え直します。産業補助金・通商ルール・サプライチェーン再編についての記事を取り上げました。
#### 産業政策の条件設計──ミッションと公共リターン（Foreign Affairs）
Foreign Affairs の「[Making Industrial Strategy Great Again](https://www.foreignaffairs.com/united-states/making-industrial-strategy-great-again)」をもとに、産業政策の成否は補助金の規模ではなく、ミッションの明確さと公的投資からのリターン設計にかかっているという議論を紹介します。
インターネットや GPS、製薬産業などでリスクは公的部門が負い、果実は民間に集中してきた歴史を振り返りつつ、バイデン政権の CHIPS 法・インフレ抑制法が自社株買い制限、労働基準、職業訓練、保育支援、利益分配条項などを補助金の条件に組み込んだ意義と限界を整理します。
そのうえで、トランプ政権下でインテル出資条件が緩和され「創造なき収奪」と批判されるモデルに変質した経緯を手がかりに、日本の半導体・経済安全保障投資で「家計・生活への成果」をKPIにどう組み込むかを検討します。
#### 通商秩序の転換──ルールベースからディールベースへ（Foreign Affairs）
同じく Foreign Affairs の「[The Case for Upending World Trade](https://www.foreignaffairs.com/united-states/case-upending-world-trade)」をもとに、WTO に代表される普遍的なルールベース通商秩序は、冷戦終結と米国覇権、新自由主義的コンセンサスが重なった 1990 年代の歴史的例外にすぎない、という視点を紹介します。
レーガン政権期の日米自動車自主規制や半導体 301 条関税、プラザ合意といった「通商プラグマティズム」の系譜を振り返りつつ、トランプ関税の問題点を認めながらも、安全保障協力条項や重要鉱物をめぐるセクター別ディールなどを「実務的ツールボックス」として評価すべき点を整理します。
一方で、ルール軽視とディール偏重が中堅国の予見可能性を損なうリスクや、ルールが持つ報復連鎖の抑制・取引コスト低下という利点にも目を向け、日本がどのレベルでルールを維持し、どこからディールを標準化していくべきかを考えます。
#### 関税ショック後の貿易再編──デカップリングは貿易崩壊か（Bruegel）
Bruegel の「[European and Chinese exports kept growing despite the 2025 Trump trade shock](https://www.bruegel.org/analysis/european-and-chinese-exports-kept-growing-despite-2025-trump-trade-shock)」をもとに、2025 年のトランプ関税ショックが米中・欧州の貿易に与えた影響を月次データから読み解きます。
米国の対中輸入が短期間で大きく減少した一方、中国の輸出総額は ASEAN・EU 等への輸出増で伸び続けたこと、EU も米国向け減少を英国・スイス・トルコなど向け輸出で補い記録的水準を維持したことを整理し、「デカップリング＝貿易崩壊」ではなく「流路の再編」と捉えるべきだと議論します。
さらに、鉄鋼での赤字縮小とリショアリングの可能性、自動車やアルミで関税が期待通りに機能していない点、金輸出など特殊品目が統計を歪めている点を踏まえ、日本企業にとってのサプライチェーン再設計や原産地規則対応、サードカントリー経由のシフト、関税ショックの早期警戒・コンプライアンス支援といったビジネス機会も検討します。
