# 今週の PEP Think：経済ナショナリズム時代の生存戦略、「割り勘」の世界秩序

今回は、「経済ナショナリズム時代の生存戦略」と「『割り勘』の世界秩序 」という2つのテーマから、産業政策の全体設計と、国際秩序を支えるコスト負担の仕組みを考える2本のエピソードをお届けします。
## 経済ナショナリズム時代の生存戦略 ― 関与の方法・競争の構造・対象の定義を一体で設計する
1 本目のエピソードでは、産業政策を補助金や支援策の中身だけでなく、政府がどのように企業に関与するのか、産業の競争がどのように成り立っているのか、何を戦略的な産業と定義するのかを一体で考える必要があるという問題意識から、ルール型からディール型への移行の問題、中国太陽光発電産業の再編の読み方、そして戦略産業の定義と測定という3つの論点を整理します。
#### 国家資本主義の問題 ― ルール型からディール型への移行をどう抑えるか（Foreign Affairs）
Foreign Affairs の「[The Trouble With State Capitalism](https://www.foreignaffairs.com/united-states/trouble-state-capitalism)」をもとに、地政学競争と経済安全保障の圧力の下で、各国政府がルールを課すだけでなく個別案件ベースの介入を強めている問題を紹介します。
エピソードでは、日本の太陽光 FIT の高価格設定が長期負担を残した例にも触れながら、ルール型・資本配分型・ディール型の介入を分けて考える必要や、対象分野の限定、審査基準の公開、出口条件、政治と執行の切り分けといったガードレールについて議論しています。
#### 中国太陽光発電産業の再編 ― 失速ではなく選別と再武装として読む（CSIS）
CSIS の「[China's Solar Industry Is in Upheaval—The Effects Will Be Global](https://www.csis.org/analysis/chinas-solar-industry-upheaval-effects-will-be-global)」をもとに、中国の太陽光発電産業の赤字や人員削減を、失速ではなく少数の強い企業群・海外展開・次世代技術基盤を生む再編として読む視点を紹介します。
中国がポリシリコンやウェハー、モジュールで圧倒的な供給シェアを持ちながら、次の技術世代に向けた学習速度と量産移行でも優位を築こうとしている状況が整理されています。エピソードでは、競争の単位が企業対企業ではなくエコシステム対エコシステムになっていること、そして脱炭素の速度・産業主権・供給網の安全保障のトリレンマについても議論しています。
#### 戦略産業の定義 ― 輸出力と対中依存をどう測るか（ITIF）
ITIF の「[Assessing the Clout of US National Power Industries vs. China](https://itif.org/publications/2026/03/09/assessing-the-clout-of-us-national-power-industries-vs-china/)」をもとに、輸出に表れる比較優位と対中依存を組み合わせた clout index で、国家パワー産業の強みと脆弱性を測る発想を紹介します。
米国において強い産業が5、やや強い産業が18、弱さが示された産業が25あるという分析が整理されています。エピソードでは、工作機械や化学、電子実装のような地味でも失うと再建コストが高い中間層の産業をどう見るか、危機感ではなく測定と継続監視に議論を移すこと、同盟国との役割分担やポートフォリオで考える必要性についても議論しています。
## 「割り勘」の世界秩序 ― 自由はタダじゃない
2 本目のエピソードでは、国際秩序を支えるコストは誰がどう負担するのかという問いを、貿易・防衛・ジェンダーという一見離れた3つの論点から読み解きます。自由貿易も、安全保障も、成長の担い手を広げる制度も、黙っていれば誰かが提供してくれるものではなくなりつつあるなかで、理念や必要性を語るだけでなく、そのコストをどう分かち合い、どのような制度として持続させるのかを考えます。
#### 持続可能な通商改革 ― 中堅国の小さな合意をどう多角的通商体制へつなぐか（Brookings）
Brookings の「[A constructive path to sustainable trade reform](https://www.brookings.edu/articles/a-constructive-path-to-sustainable-trade-reform/)」をもとに、WTO の全会一致が動きにくい中で、中堅国や有志国の小さな合意を積み上げ、多角的通商体制へ接続していくという通商改革の発想を紹介します。
72％の貿易がなおWTOベースで動いていることを踏まえ、自由貿易を公共財として維持するコストが整理されています。エピソードでは、気候関連措置を罰ではなく移行政策パッケージとして捉える視点、そして日本が既存ルールの受け手ではなく接続者・設計者になれる可能性についても議論しています。
#### 防衛費の負担設計 ― 誰がどの順番でどこまで払うのか（RUSI）
RUSI の「[Who Will Pay the Cost of Freedom in Europe?](https://www.rusi.org/explore-our-research/publications/commentary/who-will-pay-cost-freedom-europe)」をもとに、オランダの「自由への貢献」という構想を入り口に、防衛費の増額を誰がどう負担するのかという問題を紹介します。
財源を借金・増税・歳出再設計の三択として捉えるだけでなく、公平感、長期ビジョン、政府への信頼が防衛費増額への支持を左右することが整理されています。エピソードでは、共同調達や競争力改革、レディネス指標の可視化まで含めて、防衛費を持続させる政治の技術についても議論しています。
#### ジェンダー平等と成長 ― 中堅国は制度をどう広げるのか（Atlantic Council）
Atlantic Council の「[Middle powers are rewriting the playbook for gender-equal growth](https://www.atlanticcouncil.org/blogs/econographics/middle-powers-are-rewriting-the-playbook-for-gender-equal-growth/)」をもとに、ジェンダー平等を道徳や福祉の話ではなく、成長・競争力・安全保障に関わるマクロ経済の課題として捉える視点を紹介します。
法律・実装・執行のギャップや、安全・ケア・資本アクセスを束ねた制度設計、中堅国が国内の実績を国際標準へ結びつける役割が整理されています。エピソードでは、日本では参加率の向上だけでなく、賃金、正規雇用、昇進、父親の育児参加といった質の改善が次の論点になることについても議論しています。
