今回は、「ホルムズ海峡を台湾有事のリハーサルと捉えることで見えてくるもの」と「『脱・中国』は幻想か、設計か」という2つのテーマから、エネルギーと安全保障が一体で揺れる構造と、中国との距離をどう設計し直すかを考える2本のエピソードをお届けします。
## ホルムズ海峡を台湾有事のリハーサルと捉えることで見えてくるもの ― エネルギー・抑止・半導体が同時に揺れるとき
1 本目のエピソードでは、ホルムズ海峡の混乱を中東のニュースではなく東アジアの未来のストレステストとして読む視点から、イラン紛争の日本への波及、台湾有事における日本の関与の事前設計、そして台湾の電力・LNG の脆弱性という3つの論点を通じて、エネルギーを含む安全保障が別々に語れない時代の備えを考えます。
#### ホルムズ危機は日本のストレステスト ― 原油価格だけではなく国家運営が揺さぶられる（CSIS）
CSIS の「[What Are the Implications of the Iran Conflict for Japan?](https://www.csis.org/analysis/what-are-implications-iran-conflict-japan)」をもとに、イラン紛争が日本の燃料調達、海運、保険、備蓄、家計、企業活動、日米同盟の運用まで同時に揺るがしている構造を紹介します。
日本の脆弱性はエネルギー輸入依存そのものだけでなく、安い輸入燃料と海上輸送、そして米国関与に依存した国家運営全体にあることが整理されています。エピソードでは、短期の備蓄放出や代替調達だけでなく、制度の切り替え、日米エネルギー協力、アジア域内の融通や共同調達まで見据えたレジリエンス設計の必要性、さらにエネルギー安全保障を石油だけではなく医療・物流・化学・農業まで含む「重要機能の供給危機」として捉え直す視点についても議論しています。
#### 抑止の事前設計 ― 台湾有事で日本はどの局面で何をするのか（RAND）
RAND の「[Japan Should Help Sink China's Invasion Fleet](https://www.rand.org/pubs/commentary/2026/03/japan-should-help-sink-chinas-invasion-fleet.html)」をもとに、台湾有事で日本がどこまで関与を事前に言語化すべきかという論点を紹介します。
問われるのは装備の量ではなく、どの条件で、どの速度で、どの範囲まで動くのかを政治として決め切れるかどうかであることが整理されています。エピソードでは、中国の侵攻艦隊が海峡を渡る局面に焦点を当てた記事の提案を踏まえ、私的コミットメント、兵器の前倒し供与、共同生産、共同演習、さらに封鎖・検疫・法執行の偽装、情報と目標捕捉、国内政治と国会承認、世論形成まで含めた段階別の関与モデルの必要性についても議論しています。
#### 台湾の電力の脆弱性 ― LNG在庫と半導体供給は切り離せない（Atlantic Council）
Atlantic Council の「[The Iran war tests Taiwan's energy resilience](https://www.atlanticcouncil.org/blogs/energysource/the-iran-war-tests-taiwans-energy-resilience/)」をもとに、イラン紛争が台湾の輸入依存、とりわけ LNG 依存と夏場の電力需要の弱点を先に露呈させている問題を紹介します。
工場補助金や輸出管理だけでは半導体安全保障は語れず、電力が不安定なら半導体の生産も止まることが整理されています。エピソードでは、短期のスポット調達や契約見直し、中期の供給先分散と柔軟性強化、長期の再エネ加速と原発再稼働を含む電源構成の再設計の必要性、さらに台湾の問題を隣国の事情ではなく日本を含む東アジアのエネルギー安全保障・経済安全保障・防衛計画の共通課題として捉える視点についても議論しています。
## 『脱・中国』は幻想か、設計か ― サプライチェーンを権力の地図として読む
2 本目のエピソードでは、「脱中国」という言葉が現実を単純化しすぎているのではないかという問題意識から、東南アジアの「第二のチャイナ・ショック」、日本の対米投資拡大、レアアース供給網の再設計という3つの論点を通じて、中国から完全に離れるかどうかではなく、中国との距離をどう設計し直すのかを考えます。
#### 東南アジアの第二のチャイナショック ― 統合しても価値が残らない（Foreign Affairs）
Foreign Affairs の「[China Is Squeezing Southeast Asia](https://www.foreignaffairs.com/china/china-squeezing-southeast-asia)」をもとに、東南アジアでは中国との貿易や投資が増える一方で、貿易赤字、地場産業の圧迫、技術移転不足、労働・環境・犯罪リスクといった問題が顕在化している状況を紹介します。
いわゆる「雁行モデル」が中国・ASEAN 関係では機能していないことが紹介され、中国から距離を取るかどうかではなく ASEAN 側がどれだけ価値を取れる構造を作れるかが問われていること、法の支配やガバナンス、国家能力が生産を支える基盤になること、さらに EU・日本・米国との関係の多角化や域内統合、人材投資の重要性についても議論しています。
#### 日本の対米投資拡大 ― 政治ディールの裏で進む資本の再配置（Lowy Institute）
Lowy Institute の「[Behind Japan's US investment pledge, a China problem](https://www.lowyinstitute.org/the-interpreter/behind-japan-s-us-investment-pledge-china-problem)」をもとに、2025 年 7 月の 5500 億ドルの対米投資コミットメントを、単なる対米譲歩ではなく構造変化として捉える視点を紹介します。
中国市場での競争激化と価格競争、米国の再工業化、保護された市場としての魅力が重なった背景が整理されています。エピソードでは、日本企業が中国市場での消耗戦から米国の経済安全保障案件や現地投資へと動きうること、日本の強みが完成品よりも材料・装置・部材・電力インフラなど高障壁な領域に残っているという見方、そして安全保障と産業政策に引っ張られて企業マネーが米国に動いていく可能性についても議論しています。
#### レアアース供給網の再設計 ― 調達先分散では足りない（Lowy Institute）
Lowy Institute の「[Japan's bid to build a "de-Chinafied" rare earth supply system – with Australia and Brazil on-board](https://www.lowyinstitute.org/the-interpreter/japan-s-bid-build-de-chinafied-rare-earth-supply-system-australia-brazil-board)」をもとに、レアアース供給網の脱中国化において調達先の分散だけでは足りず、精錬・加工工程の脱中国化や価格崩壊への対策が必要であるという論点を紹介します。
日本がオーストラリアやブラジルとの連携、長期契約、価格保障、加工能力の確保を通じて供給システムを構築しようとしていることが整理されています。エピソードでは、レアアース供給網を資源確保ではなく市場設計・制度設計の問題として見る必要があること、そして日本が資源を買う国にとどまらず止まらない供給網を設計する国として周辺国から期待されていることについても議論しています。
