信頼と協力を生む国家のOS ― デジタルID・統計基盤・協力のメカニズム 1 本目のエピソードでは、国家のデジタル化や AI ガバナンスについて、政府がデータの使用用途を明確にし安全に運用できるか、そのデータへの信頼を支える統計とデータの基盤をどう作るか、そして対立したままでも協力が成り立つルールをどう設計するかという3つの論点から、マイナンバー、統計行政、住民参加や AI のルール作りを国家の OS としてどう設計していくのかを考えます。 #### 英国のデジタル ID ― 技術論ではなく国家への信頼が争点(Tony Blair Institute for Global Change） Tony Blair Institute for Global Change の「[What Does the UK Public Think About Digital ID?](https://www.institute.global/insights/politics-and-governance/what-does-the-uk-public-think-about-digital-id)」をもとに、英国のデジタル ID 論争において支持43％、反対37％、未定20％と賛否が割れるなかで、焦点は技術そのものではなく政府が安全に・効果的に・越権せず運用できるかどうかにあるという論点を紹介します。 エピソードでは、価値訴求を移民取締りではなく公共サービスの利便性向上や費用対効果に置くこと、何に使うかだけでなく何に使わないかを先に示すこと、そして日本でも国家への信頼をどこまで担保できるかが制度実装の鍵になることについても議論しています。 #### AI 時代の統計基盤 ― 国家のセンサーを作り直す（Tony Blair Institute for Global Change） Tony Blair Institute for Global Change の「[Better Statistics, Better Government: Building a Future-Ready Evidence Base in the UK](https://www.institute.global/insights/economic-prosperity/building-a-future-ready-evidence-base-in-the-uk)」をもとに、統計改革を単なる品質改善ではなく、国家が社会の変化を早く察知し学び続けるための国家 OS の再設計として捉える視点を紹介します。 デジタル ID と行政データ連結でセンサスや貧困統計の基盤を作り替えること、AI やリアルタイムのトラッカー、AI アシスタントや National Data Library のような構想を通じて AI-ready な統計に移行することが整理されています。エピソードでは、日本でも統計を国家の観測装置として再設計する必要性について議論しています。 #### 協力のメカニズムデザイン ― 対立を消さずに前へ進める（Noema Magazine） Noema Magazine の「[How Reverse Game Theory Could Solve The Housing Shortage](https://www.noemamag.com/the-architecture-of-cooperation)」をもとに、住宅不足や土地利用、民主主義や AI ガバナンスの難問は価値観の衝突そのものより、協力した方が合理的になるルールが設計されていないことに原因があるという視点を紹介します。 エピソードでは、TDR や Quadratic Voting、Polis のような仕組みを通じて、どの主体がどの局面で計画や意思決定を止めうるのか、利益や負担をどう配分するのか、そして制度をどう更新可能にするのかについても議論しています。 ##
