今回は2本のエピソードをお届けします。1本目「見えない気候コストの制度設計」では、気候政策の費用対効果を、削減費用だけでなく、削減の遅れによる損失や評価しきれていない便益まで含めてどう測り直すかを考えます。2本目「経済・財政・金融政策の最新論点整理」では、高債務時代の財政余地や供給ショックへの対応など、最新の議論の見取り図を整理します。
## 見えない気候コストの制度設計 ― 蓄電池・炭鉱メタン・温室効果ガス規制
1 本目のエピソードでは、気候政策を排出削減目標や規制の話として捉えると「削減にいくらかかるのか」に目が向きがちだという問題意識から出発します。削減が遅れることで残る損失や、制度がまだ評価しきれていない便益もあります。ドイツの蓄電池、インドの炭鉱メタン、米国の温室効果ガス規制という3つの論点を通じて、気候政策の費用対効果をどう測り直すかを考えます。
#### ドイツの蓄電池 ― 電気をためる設備から調整力へ（Ember）
Ember の「[Germany's battery opportunity](https://ember-energy.org/latest-insights/germanys-battery-opportunity)」をもとに、蓄電池を「電気をためる設備」としてだけでなく、電力網の混雑やガス火力への依存を減らす調整力として捉える視点を紹介します。
ドイツで風力・太陽光の出力抑制が起きていること、発表済みの大規模蓄電池が稼働していればその一部を避けられた可能性があることが整理されています。エピソードでは、容量市場でガス火力を優先すれば蓄電池や需要側の柔軟性を活用する機会を逃す可能性も議論しています。停電を防ぐためにガス火力という保険を買うのか、それとも蓄電池・需要応答・スマート制御を新しい保険として育てるのか。制度設計が消費者負担・再エネ統合・輸入ガス依存を左右するという論点を整理しています。
#### インドの炭鉱メタン ― 測れない排出は削減も投資もできない（Ember）
Ember のレポート「[Understanding India's coal mine methane landscape](https://ember-energy.org/latest-insights/understanding-indias-coal-mine-methane-landscape)」をもとに、石炭を燃やすときの CO2 ではなく、石炭を掘る段階で漏れるメタンに焦点を当てます。
インドで炭鉱メタンが化石燃料部門の漏えいメタン排出の大きな割合を占めること、排出量を測り・報告し・検証する全国制度が十分でないことが整理されています。鉱山別のデータがなければ、規制もクレジットも投資判断も難しくなります。エピソードでは、MRV（測定・報告・検証）・クリアリングハウス・カーボンクレジット・気候ファイナンスをつなげる制度設計の重要性、そしてメタン回収を気候対策だけでなく鉱山安全・輸入ガス代替・投資誘導にもつなげる視点について議論しています。
#### 米国の温室効果ガス規制 ― 規制対応費の外にある社会コスト（CSIS）
CSIS の「[Overturning the Endangerment Finding Threatens Americans' Health, Wealth, and Security](https://www.csis.org/analysis/overturning-endangerment-finding-threatens-americans-health-wealth-and-security)」をもとに、米国で自動車やトラックの温室効果ガス規制が大きく巻き戻され、州や環境団体が訴訟を起こしている動きを紹介します。
政権側は、自動車規制の見直しによって新車価格や規制対応費を下げられると説明しています。エピソードで扱った中心論点は、コスト計算の範囲です。規制対応費だけを見れば負担は軽くなります。しかし、熱波や大気汚染による医療費、労働生産性の低下、インフラ被害は残ります。気候政策を、企業に優しいか環境に優しいかという二択で捉えるのでは不十分です。規制を、国民の健康と医療制度、労働力、そして産業や輸出の競争力を支える政策基盤としてどう評価するかを議論しています。
## 経済・財政・金融政策の最新論点整理 ― 財政余地・供給ショック・資本フローを横断する見取り図
2 本目のエピソードでは、経済・財政・金融政策に関する直近3か月の海外シンクタンク・国際機関の論考を横断して分析します。英語圏の国際機関・政策研究機関などによる最近の論考10本を取り上げ、高債務時代の財政余地、供給ショックとインフレ、グローバル金融条件と資本フロー、危機に備える制度設計という4つの論点に整理します。経済・財政・金融政策をめぐる議論を公共政策関係者向けに整理することが目的です。
#### 論点1：高債務時代の財政余地 ― 財政政策・金融安定・防衛支出
高債務・高金利下の財政運営について、IMF の「[Fiscal Policy under Pressure: High Debt, Rising Risks](https://www.imf.org/en/publications/fm/issues/2026/04/15/fiscal-monitor-april-2026)」、Bank for International Settlements の「[Financial stability limits on fiscal space](https://www.bis.org/publ/work1339.htm)」、OECD の「[Fiscal and macroeconomic impacts of defence spending](https://www.oecd.org/en/publications/fiscal-and-macroeconomic-impacts-of-defence-spending_b4860378-en.html)」を取り上げます。
エピソードでは、高債務・高金利下の財政政策の制約、金融安定が財政余地に課す制約、そして防衛支出の財政・マクロ経済への影響を整理しています。
#### 論点2：供給ショックとインフレへの対応 ― 中東情勢・価格ショック・関税転嫁

エピソードでは、中東情勢と世界経済の強靭性、エネルギー・食料価格ショックへの政策対応、そして関税コストの消費者物価への転嫁を整理しています。
#### 論点3：グローバル金融条件と資本フロー ― 金融政策サプライズ・ノンバンク投資家
