今回は2本のエピソードをお届けします。1本目「需要から安全保障を設計する」では、供給確保だけでなく需要の設計からエネルギーや鉱物の安全保障を捉え直します。2本目「少子化・共生政策の最新論点整理」では、家族形成や外国人共生をめぐる議論の見取り図を整理します。
## 需要から安全保障を設計する ― 屋根置き太陽光・産業電化・重要鉱物の需要側戦略
1 本目のエピソードでは、「供給を増やす」「調達先を分散する」という発想を出発点にしがちなエネルギー・鉱物の安全保障を、需要をどう設計するかという視点から捉え直します。フィリピンの屋根置き太陽光、インドの産業電化、重要鉱物の需要側戦略という3つの論点を取り上げます。
#### フィリピンの屋根置き太陽光 ― 危機対応の主体が家計や企業へ（Ember）
Ember の「[How the Philippines' Rooftop Solar Surge Can Flip the Energy Emergency Script](https://ember-energy.org/latest-insights/how-the-philippines-rooftop-solar-surge-can-flip-the-energy-emergency-script/)」をもとに、電気料金の高騰とパネル価格の低下により屋根置き太陽光の投資回収期間が家庭用で約3年まで短縮し、経済合理性が高まっている事例を紹介します。
エピソードでは、次の3点を議論しています。第一に、フィリピンの屋根置き太陽光容量の公式統計は約52メガワットしか捉えていないものの、実態は約1,300メガワットと推計され、統計と市場実態が乖離していること。第二に、供給側の条件はすでに整っており、融資・小口導入・蓄電池といった需要側の政策こそが普及の鍵になること。第三に、国家のエネルギー安全保障の担い手が、政府や電力会社から家計や企業へ一部移っていくという見方です。
#### インドの産業電化 ― 余った再エネを工場の熱需要につなぐ（Energy Innovation）
Energy Innovation の研究者らによる「[Plugging In: Harnessing Solar for Industrial Electrification](https://renewablewatch.in/2026/06/04/plugging-in-harnessing-solar-for-industrial-electrification/)」をもとに、競争力のある約42ギガワットの再エネが買い手を見つけられずにいる中で、その出口として工場の熱需要に注目する視点を紹介します。
エピソードでは、問題はコストではなく市場構造にあること、太陽光と蓄電池が産業用電気料金より安くなっていること、電気加熱が温度帯ごとに石炭・石油・ガスに対して競争力を持ち、クリーン電力で支えられれば産業のCO2排出を51%削減できると試算されていること、そして電力購入モデルが配電会社中心から大口需要家中心へ移行しつつあるという見方について議論しています。
#### 重要鉱物の需要側戦略 ― 調達先分散だけでは足りない（Atlantic Council）
Atlantic Council の「[Innovation as Resilience: Demand-Side Strategies for Critical Mineral Supply Chain Security](https://www.atlanticcouncil.org/in-depth-research-reports/report/innovation-as-resilience-demand-side-strategies-for-critical-mineral-supply-chain-security/)」をもとに、重要鉱物政策が「どこから調達するか」という供給源に集中し、「そもそもどれだけ必要か」「誰が需要を形づくるか」という問いを扱ってこなかったという死角を紹介します。
エピソードでは、材料代替・材料効率化・システムや製品の再設計という三つの需要側イノベーション、連邦調達や事前認証プログラムを通じて代替技術の需要を高める政策、設計段階から鉱物依存を考える「マテリアル・セキュリティ・バイ・デザイン」という発想、そして公共調達が間接的に製品アーキテクチャを誘導し2030年代の鉱物依存を形づくるという視点について議論しています。
## 少子化・共生政策の最新論点整理 ― 家族形成・チャイルドペナルティ・共生・孤立
2 本目のエピソードでは、少子化・共生政策について直近3か月の海外シンクタンク・政策研究機関・国際機関の論考を横断して整理します。英語圏の論考10本を取り上げ、希望と実現のギャップ、仕事・保育とチャイルドペナルティ、外国人共生、孤独・孤立という4つの論点に整理します。狭い意味での少子化対策ではなく、人口減少社会における共生・包摂政策として捉えることが目的です。
#### 論点1：少子化を「希望と実現のギャップ」として捉える ― 家族形成と若者のウェルビーイング
少子化を希望と実現のギャップとして捉える視点について、Cardus の「[Home Alone: Why Most Canadians Have Fewer Children Than They Want](https://www.cardus.ca/research/home-alone/)」、OECD の「[Inclusive and Sustainable Well-being in Korea: 30 Years of OECD Membership and Future Policy Opportunities](https://www.oecd.org/en/publications/inclusive-and-sustainable-well-being-in-korea_a8940343-en.html)」を取り上げます。
エピソードでは、希望する子ども数と実際の子ども数のギャップ、そして韓国の低出生率を若者・ジェンダー・ウェルビーイングの観点から整理しています。
#### 論点2：仕事・保育・ジェンダー規範とチャイルドペナルティ ― 働き方とキャリア損失

#### 論点3：外国人共生を子ども・教育・地域経済政策として扱う ― 母語評価と都市政策
