海、電気、AIで「最強」が負ける時 ― 海上交通・アジアの電力化・ローカルAIの標準争い 1 本目のエピソードでは、最高の海軍、最大級のエネルギー産出国、最先端の AI モデルといった「一番強いもの」が、安価なドローンやミサイル、太陽光・蓄電池の製造スケール、知識蒸留されたオープンウェイトモデルの普及によって、これまでとは違う競争にさらされつつある状況を取り上げます。海上交通、アジアの電力化、ローカル AI モデルの標準争いという3つの論点に共通するのは、コストの非対称性が戦略の前提を覆し、強さと弱さの構造を変えていることです。 #### グローバル・コモンズの支配を失ったアメリカ ― 自由な海を誰が開け続けるのか（Foreign Affairs） Foreign Affairs の「[How America Lost Command of the Commons](https://www.foreignaffairs.com/united-states/how-america-lost-command-commons)」をもとに、ホルムズ海峡、紅海、台湾海峡などで、誰でも自由に航行できる海という前提が揺らいでいる状況を紹介します。 戦後の海洋秩序が国際法・米国の軍事力・海運金融によって支えられてきたこと、そして安価なドローンやミサイル、海底ケーブルへの攻撃、中国の造船・港湾・産業力によってその構造が分解されつつあることが整理されています。エピソードでは、海上交通の問題を海軍の作戦だけでなく、保険・制裁・ドル決済・シャドーフリート・港湾・備蓄・契約条件まで含む「世界経済の通行制度」として捉える必要があること、日本は開かれた海に最適化されすぎており、航路・港湾・船腹・保険・代替輸送・不可抗力条項まで含めたレジリエンスを考える必要があることについて議論しています。 #### 電力化するアジア ― 燃料を買う地域から電力技術を作る地域へ（Ember） Ember のレポート「[Electric Asia](https://ember-energy.org/latest-insights/electric-asia)」をもとに、アジアが石油・ガス資源には乏しい一方で、太陽光パネル・蓄電池・風力タービンなどの電化関連技術で大きな製造能力を持っているという構図を紹介します。 アジアが世界の電力需要成長の中心になっていること、2024 年時点で約 1.1 兆ドルの化石燃料を輸入していること、そして太陽光・風力・蓄電池・EV などのエレクトロテックを通じてエネルギー主権・成長・産業優位・安全保障を同時に獲得しようとしていることが整理されています。エピソードでは、エネルギー転換を脱炭素だけでなく、貿易収支・通貨の安定・産業政策・防衛・サイバー空間・半導体・送電網を含む成長モデルの再設計として見る視点、そして電化が進むほど燃料の地政学から部材・標準・ソフトウェア・系統制御の地政学へ移る可能性について議論しています。 #### 中国のAI強奪 ― 最先端モデルから端末上の標準へ（Foreign Affairs） Foreign Affairs の「[China's AI Heist](https://www.foreignaffairs.com/china/chinas-ai-heist)」をもとに、米中 AI 競争が最先端モデルを作る競争だけでなく、ノートパソコンやスマートフォン上で動くローカル AI モデルの普及・採用競争へ広がっているという論点を紹介します。 中国企業が米国の最先端 AI モデルの能力を知識蒸留によって取り込み、安価なオープンウェイトモデルとして世界に広げていく構図、米国がモデルのトレーニング競争では勝っても端末上の標準をめぐる配布競争で負ける可能性が整理されています。エピソードでは、ローカルモデルの性能向上、安全対策が蒸留では移りにくい問題、OpenClaw のスキル市場に悪性拡張機能が流入した事例、モデル選択がクラウド・チップ・開発環境・データ移転先までロックインしていく可能性について議論しています。日本にとっては、米国モデルへの全面依存でも中国製オープンウェイトモデルの無批判な採用でもなく、信頼できるオープンウェイトモデルを評価し・採用し・改良する能力をどう持つかが論点になります。 ##
