本記事では、政策起業家の定義を提示したうえで、なぜ今「政策起業家」が注目されるのか、その背景について以下の3つの観点から論じています。

> １）政策の作り手側の環境変化  
> ２）社会課題に関心のある層が実際にアクションを起こすハードルの低下  
> ３）政策づくりのエコシステムの厚みの出現

それぞれの点について、その根拠について様々な著書や具体例を挙げて説明し、政策起業家がもたらす新たな政策づくりの可能性を示しています。

政策起業家プラットフォーム(PEP)のプログラム・ディレクターとして、数多くの政策起業家の方々に最も近くで触れてきた向山。さらに、自らも自治体や議員に提言をし、社会課題の解決に向けて活動を行っています。このような経験を踏まえた視点から描かれる今回の記事は、台頭する政策起業家の潮流やその重要性が凝縮された内容となっています。
