政策起業家プラットフォーム（Policy Entrepreneur's Platform、以下 PEP） は、[宮崎大学地域資源創成学部](https://www.miyazaki-u.ac.jp/atrium/) [谷田貝 孝 教授](https://www.miyazaki-u.ac.jp/atrium/introduction/faculty-list/yatagai.html)の担当講義「ソーシャルデザイン」において、生成 AI ツール「[PEP by Tech](https://peplatform.org/pep-by-tech?hsLang=ja)」を活用した政策起業に関する出張講義を 2025 年 12 月 16 日に実施しました。

### 授業構成および実施所感

本講義では、[PEP が開発した政策起業教材](https://peplatform.org/youth/pep-teaching-materials?hsLang=ja)をベースに、PEP by Tech ツールを実際に体験していただきながら、生成 AI の活用方法と注意点について学んでいただきました。具体的には、学生の皆さんに以下の三つのツールを紹介し、政策起業における課題の深掘り、政策手段の検討、ステークホルダー分析の重要性をお伝えしました。

これらのツールを用いて、宮崎県都城市における社会課題の分析にも取り組んでいただきました。講義では、最新の生成 AI の性能に驚く学生の姿が多く見られた一方で、現地の文脈にそぐわない分析結果が提示される場面もありました。こうした体験を通じて、生成 AI の強みと限界を理解し、政策起業における実践的な応用を考えるきっかけになっていれば幸いです。

### 参加者からの感想（一部）

- 説明してもらって実際に自分で操作しながら体験できたところが良かった。想像以上にいろんなことができるツールで面白いと感じた。
- 課題を入力すると政策まで考えてくれるという点がとても素晴らしいなと思った。
- 説明がとても丁寧で操作がわかりやすかった。また、教育のなりて不足について調べてみるといろいろな政策を教えてくれたり、賛成派や反対派が討論したりしていて、とても興味深かった。班の人たちと意見を深められたのもとてもよかった。
