## 「PEPサミット2021～扉をひらこう」開催概要④

2021年10月5日（火）、一般財団法人アジア・パシフィック・イニシアティブ(API)が開催した「PEPサミット2021～扉をひらこう」のClosing Session及び閉会挨拶の動画・レポートです。

## Closing Session 扉をひらこう　― 明日にむけて

クロージングセッションでは、これまでの全セッションを振り返り、自分の立場から政策起業への一歩を踏み出すための具体的施策について議論されました。

政策のPDCAサイクルについてのセッションでは、解決策まで視野に入れつつ、迅速にサイクルを回していく重要性が指摘されました。また、この1年間で実際に日本を動かした数多くの政策起業を振り返り、改めて政策起業の重要性を共有しました。

更に先月にデジタル庁が創設されました。この新組織について、官に関わる魅力やキャリア上の利点を高める機会、そして政策起業家を輩出するきっかけになるとの期待の声が上がりました。

また、政策起業が重要なものとして広がりを見せる中で、社会課題の解決に積極的に参画する経済人も増えてきました。その中で、寄付に留まらず、寄付先の実際的な取り組みに参加することで、新たな視点や更なる社会課題解決の一歩のきっかけを作ることができるということが分かりました。

ただ、社会課題を見つけることは政策起業の1合目にすぎず、その解決に向けて取り組む残り9合の方がはるかに至難です。その上で、関心のある社会課題の規模にかかわらず解決策を考案する姿勢、共に課題解決に取り組む仲間、PEPのようなプラットフォームの役割の重要性が再確認されました。この仲間を集め、解決策を実行していく政策起業の営みは、社会に属する誰しもが始動し参画できるという事も、様々なセッションで例示されています。

最後に、それぞれの立場から政策起業への一歩を踏み出すコツとして、社会課題への単なる関心からいかに解決するかという参画の姿勢へのシフトと、解決策を共に見つけ実行していく仲間を作る重要性、そしてPEPのようなコミュニティの構築と参画が肝要だと締めくくられました。

## 閉会挨拶

船橋洋一　一般財団法人アジア・パシフィック・イニシアティブ（API） 理事長

閉会挨拶では、今回行われたセッションの総評が行われ、全体的により深堀りした政策起業の議論ができたと総括しました。

まず全体を通貫するテーマとして出てきた政策のPDCAサイクルの重要性を指摘しました。特に、過去の施策の課題とベストプラクティスを洗い出す「チェック」のプロセスを強化し、次の施策へとつなげていく必要性を強調しました。。その際、過去の失敗と成功を精査するチェックの過程は政治的思惑や力学が絡むため、それをいかに考慮するか。そしてＰＤＣＡサイクルのスピードと量を増やし、それをいかに質に転化するかが課題となるであろうと述べられました。

また、デジタル庁を代表とした官民連携やリボルビングドアの実験的試みに言及し、社会課題や政策課題の解決のためにイニシアチブを取って参画していく姿勢が重要だと述べました。

最後に、シンクタンクの役割として、政策の検証や提案に加え、実行に繋げるために「まず始める」という姿勢の重要性を指摘し、今年のサミットを締めくくりましたた。
