2023年9月20日、英国のリシ・スナク首相は「より明るい未来のための長期的決断」というスローガンが掲げられた演壇の前に立ちました。

評論家たちは、彼のキャッチフレーズと、それに付随するスピーチの内容（気候変動に関する英国の公約の一部を削除するというもの）との[明らかな矛盾にすぐに飛びつきました](https://www.ucl.ac.uk/news/2023/oct/opinion-rishi-sunak-introducing-polarised-climate-politics-us-canada-and-australia-uk)が、公の場で長期主義を呼びかけた著名な政治家は、決して彼が初めてではありませんでした。

[2007年の労働党大会でのスピーチ](https://www.theguardian.com/politics/2007/sep/24/labourconference.labour3)で、当時のゴードン・ブラウン首相は「この地球は未来の世代から私たちに貸し出されているのです」と述べ、そのようなビジョンを擁立するイギリスを目指すと宣言しました。マーガレット・サッチャーでさえ、未来について考えることに関心がありました。1980年の有名な「[レディは転換しません (The lady’s not for turning)](https://www.margaretthatcher.org/document/104431) 」スピーチで、彼女は当時の新政権が「未来について考えている」ことを強調しました（とはいえ彼女は未来予測にはあまり乗り気ではなかったのですが）。

### 長期主義がしばしば実現しない理由

政治指導者たちが長期主義に熱心であるなら、なぜ実際にはいつもそれが実現されるというわけではないのでしょうか？問題のひとつは、わが国の行政システムの多くが逆の方向に突き進んでいることです。重要なことよりも緊急なことに焦点を当てがち、といったような「[消火活動の罠 (firefighting traps)](https://hbr.org/2000/07/stop-fighting-fires) 」に意思決定者は陥っています。

政府における長期主義の必要性について単に善意からの空論を楽しむのではなく、未来思考を奨励するためにシステムに組み込まれた実践的な方法が必要です。幸いなことに、世界中の政府のイノベーションの一部で、まさにそのような事例を見つけることができます。

## 長期的思考を構築するためのフレームワーク

[未来大臣という役職](https://www.nesta.org.uk/feature/minister-for-the-future/)を想像し、[未来志向の政策を特定・整理する私たちの以前の研究](https://www.apf.org/apf-resources/compass)に基づいて、私たちは長期的視点を奨励する3つの重なり合う方法を発見しました。

1. 権利付与と代表
2. メカニズム
3. 組織と機関

## 1：未来世代に力を与える

まず、「権利付与と代表」があります。これは、未来の変化によってより大きな利害を被る若者に政治組織が多くの権力を与えたり、まだ生まれていない世代を政治組織がもっと積極的に代表しようとする動きのことです。ケンブリッジ大学の[デイビッド・ランシマン教授](https://www.polis.cam.ac.uk/Staff_and_Students/professor-david-runciman)は、[6歳児への投票権付与](https://amp.theguardian.com/politics/2021/nov/16/reconstruction-after-covid-votes-for-children-age-six-david-runciman)について驚くほど説得力のある主張をしています。一方、日本では[西條辰義教授](https://www.researchgate.net/profile/Tatsuyoshi-Saijo)が、特定の個人を未来世代の代表として招き、その役割を示す特徴的な衣服を着用してもらう、といったような意思決定において将来の世代を代表する方法を開拓してきました。これらのアプローチは、宇治、京都、松本などの都市や町で採用されています。

## 2：長期的視点を固定するメカニズムを作る

次のカテゴリー「メカニズム」は、政府のシステムとプロセスが長期主義を念頭に置いて設計されている事例を含みます。ウェールズには2015年に制定された「[未来世代の幸福法 (Wellbeing of Future Generations Act)](https://www.futuregenerations.wales/about-us/future-generations-act/) 」があり、国内の公共機関に決定の長期的影響を考慮することが要求されています。国際開発に関する[ミレニアム開発目標](https://www.un.org/millenniumgoals/)や、欧州による科学技術への投資のための[リスボン戦略](https://ec.europa.eu/invest-in-research/action/history_en.htm)などの目標は、長期的思考を固定化するのに役立つコミットメントの仕組みを提供しています。一方、ニュージーランドの省庁長官が行う[長期インサイトブリーフィング (Long-term Insight Briefings)](https://www.dpmc.govt.nz/our-programmes/policy-project/long-term-insights-briefings) は、中長期的なトレンド、リスク、機会に関する情報と分析を提供します。

## 3：長期的思考のための機関を設立する

最後に、未来を守ることを明示的な任務とする「組織と機関」があります。[クウェート](https://www.kia.gov.kw/)、[アラブ首長国連邦](https://www.adia.ae/)、[ノルウェー](https://www.nbim.no/)など多くの場所に、長期的目標を持つ政府系ファンドを管理する組織があります。また、[英国](https://www.gov.uk/government/groups/futures-and-foresight)、[カナダ](https://horizons.service.canada.ca/en/home/index.shtml)、[シンガポール](https://www.csf.gov.sg/)の公務員制度には、すでに一流の未来予測チームが組み込まれています。

## 政策立案システムを改めて方向付けし直す

私たちは、政府が果てしなく続くように見える危機の連鎖に巻き込まれているようにしばしば感じてしまいますが、このような世界においては、長期的な思考を促すように政策立案のシステムを再構築する必要があります。

もちろん、短期主義への偏りを長期主義への偏りに単に置き換えるべきではありません。どちらの考え方も必要です。長期主義には、人々の当面のニーズをないがしろにするリスクや、急速に変化する世界における柔軟性の欠如といったマイナス面もあります。

しかし、現在の政策立案システムは、あまりにも頻繁に問題を先送りするように構築されているように見えます。

最終的に、システムは私たちの決定を形作ります。だからこそ私たちは、意思決定者が未来の利益のために考え行動することを政府システムが助けるための実用的な方法をいくつかマッピングしました。

これらの手段のどれが最も効果的で、どのような状況で効果的かについてはまだ評価していませんが、選択肢の一覧を提示することは有用な出発点だと考えています。
