## 個別分科会Ｂ—録画映像と議論のポイント要約

2019年9月9日、一般財団法人アジア・パシフィック・イニシアティブ(API)・東京大学公共政策大学院(GraSPP)共催 「政策起業力シンポジウム2019」の第2部 分科会B「新領域/フロンティアの外交・安全保障ー研究と政策を繋ぐこれからの研究者の役割ー」の録画映像と、 議論のポイント要約です。

 

## 個別分科会B　概要

　　越野結花 戦略国際問題研究所 研究員

　　佐竹知彦 防衛省防衛研究所政策シミュレーション室 主任研究官

　　佐橋亮 東京大学東洋文化研究所 准教授

個別分科会Bの論点は、「研究者」が、外交・安全保障というフィールドにおいて「研究」と「政策」を接続していくことの意義です。すなわち、ポピュリズムの台頭、米中・大国間競争の激化、技術・経済・安全保障の論理の交錯など、複雑性を増し新たな次元に突入する日本外交・安全保障にとり、研究者は、政策起業家としてはいかなる役割を果たしうるのか、が議論されました。

### 研究者として、現下の国際情勢をどう見るか

冒頭、モデレーターである鈴木一人 北海道大学公共政策大学院副院長・教授から、現在の国際情勢に対する各登壇者の認識・理解の上でのポイントを伺い、そうした世界観の中での研究者の役割についてやり取りが交わされました。

現在の国際情勢に対する認識について、各登壇者・モデレーターからは、概ね以下の趣旨の見解が示されました。まず越野結花 米国戦略国際問題研究所(CSIS) 研究員は、トランプ政権の誕生・Brexitなどを引き合いに、「従来の常識・政策論理が通用しない外交局面」という意見を示しました。同じく佐竹知彦 防衛省防衛研究所 政策シミュレーション室主任研究官は、地域における相対的パワーバランスの変化等と軌を一にした、「冷戦期型の日米同盟管理・吉田路線では安全保障を担保出来ず、既存の国際秩序における原理原則を自明にできない時代への突入」という点を指摘しました。

次いで佐橋亮 東京大学東洋文化研究所准教授からは、経済から安全保障まで、「米中の相互作用により規定される秩序」といった構造が提示され、それを受けて鈴木教授より、米中競争も含め「技術・経済・安全保障の問題が交錯の中する中で、各国間の認識・政策論理のズレが状況を複雑化」させる問題が示されました。

### 政策過程における研究者の役割

各登壇者の情勢認識を踏まえ、議論の焦点は研究者の政策過程での役割に移ります。鈴木教授は、研究者の役割は医療行為にたとえれば「執刀」ではなく「処方箋の提供」—変革に情熱を燃やす当事者と異なる、一歩引いた冷静な論理を軸にした貢献である可能性―をフレームワークとして提示しました。こうした枠組みを受けつつ、「研究者の役割」につき次のような応答がありました。

佐橋亮 准教授からは、研究者の役割としての「分析」と「提言」を提示されました。前者は「感情を排した多面的かつ客観的分析」、後者は「利害関係が錯綜する中、学者としての中立性に根差した多様なステークホルダーとの協働」に、研究者の比較優位があると指摘されました。ステークホルダー間の協働に関し、派生論点として鈴木教授・越野研究員から、各官庁・分野の縦割りを超えた議論の重要性が示されました。

佐竹知彦 主任研究官からは、「政策シミュレーション」の目的は、「想定外・プランBを想定すること」を指摘し、既存の国際秩序や安全保障を巡る前提が自明視できない世界におけるその意義を説きました。

加えて、佐竹主任研究官は、防衛省国際政策課でのスピーチライティング業務の経験や、研究者として日々世界の安保論議に接する中で、「国際社会の現実からはかけ離れ、ガラパゴス化した日本の安全保障空間を変える必要がある」と感じ、「そのための発信・教育に研究者・シンクタンクや役割がある」と語りました。

「発信」という文脈では、越野研究員から、流動化する国際環境・ポピュリズムの時代、そして最先端のデジタル技術が社会実装されていく中で、「研究の発信方法そのものが、ある種の転換点にある」旨を指摘しました。また、既存のマスメディアによるアジェンダ・セッティングを巡る問題についても、佐橋准教授から見解が示されました。

### 総括と若手研究者へのメッセージ

一連の議論を踏まえ、政策過程における研究者の機能を、モデレーターは再度次のように整理しました。すなわち、①「ナラティブの形成・国内外で食い違うナラティブの理解・翻訳」と、②「異分野・他セクターとの議論も踏まえた、多様なステークホルダーと協働する中での分析と提言」です。

最後に、各登壇者から、会場の若手研究者・学生の、今後のキャリア形成におけるアドバイス・メッセージとして、博士号の取得を含む一貫した専門性の確立と、同時に多様な仕事を貪欲に受け、あるいは海外への挑戦を通じ、自らの思考や人脈の幅の拡大を両立することが重要といった点が示されました。
