地域ニュースの危機を受けて、数多くの政策提案、資金提供の取り組み、そしてCraigslist、Google、Facebookなどがジャーナリズムに与えた損害に対する非難が行われてきました。

この危機に対する対応策はいくつかあります。例えば、カリフォルニア州で行われているように、ジャーナリズム学校を卒業したばかりの人々に州の税収を使って[取材が行き届いていない地域を取材させる](https://journalism.berkeley.edu/state-funds-berkeley-journalism-25-million-to-strengthen-californias-local-news-coverage/)ものがあります。また、イリノイ州で提案されているように、州機関に対して[広告費の半分を地域メディアに振り分ける](https://localnewsinitiative.northwestern.edu/posts/2024/02/19/illinois-local-news-legislation-stadelman/)ことを義務付けるといったものや、さらには連邦や州レベルで進められている[税額控除を導入](https://www.editorandpublisher.com/stories/the-community-news-and-small-business-support-act-hr-4756-offering-tax-credits-to,244841)し、購読者、広告主、出版社を支援するものなどが挙げられます。

そして、これらはほんの一部に過ぎません。

このようなアイデアには一定の価値があるものの、すべてに共通する根本的な欠陥があります。一律のトップダウンの解決策であるため、地域ごとに異なる問題に対応できないのです。

「[ローカルはスケールしない](https://streetfightmag.com/2011/05/12/authentically-local-declares-local-doesn%E2%80%99t-scale/)」という古くからの言い習わしがあります。これは十数年前の極めてローカルなデジタルニュースの初期から言われているものですが、実際、地域ニュースの危機を解決する真の方法は、コミュニティレベルでニュースや情報のニーズを自らの手で満たそうと決意する人々から、つまりボトムアップで生まれるべきだと私は考えます。

その例としては、コロラド州デンバーの新聞『[デンバー・ポスト (Denver Post)](https://www.denverpost.com/)』の記者10名が、新聞社のヘッジファンド所有者であるオールデン・グローバル・キャピタル (Alden Global Capital) の搾取に嫌気がさし設立したデジタルスタートアップ『[コロラド・サン (The Colorado Sun)](https://coloradosun.com/about-us/)』のような比較的大規模な運営形態のものから、ミネソタ州を拠点にアフリカ系移民コミュニティを中心に報道する『[サハン・ジャーナル (Sahan Journal)](https://sahanjournal.com/about-sahan-journal) 』のような小規模なメディアまで、多岐にわたります。

地域ジャーナリズムの草の根からの再構築は、[エレン・クレッグ (Ellen Clegg)](https://www.linkedin.com/in/ellenclegg/) と私が執筆した『[What Works in Community News: Media Startups, News Deserts, and the Future of the Fourth Estate（地域ニュースで機能するもの：メディアスタートアップ、ニュース砂漠、第四の権力の未来）](https://whatworks.news/book)』のテーマです。クレッグは『[ボストン・グローブ](https://www.bostonglobe.com/)』で編集長を務めた後に退職し、デジタル非営利メディア『[ブルックライン・ニュース (Brookline.News)](https://brookline.news/) 』の共同設立者であり、現在はノースイースタン大学とブランダイス大学でジャーナリズムを教えています。私はノースイースタン大学で[ジャーナリズムの教授](https://camd.northeastern.edu/people/dan-kennedy/)を務め、これまでにニュースの未来について2冊の本を執筆しています。

『What Works in Community News』では、アメリカ国内9つの地域で行われている約10あまりのプロジェクトを取り上げています。それらに共通するのは、地域レベルでの献身的なリーダーシップです。これらのプロジェクトの背後には、状況に応じて新しいビジネスモデルを開発している起業家精神に富んだジャーナリストたちがいます。

 

## 深刻化しつつある危機

地域ニュースの危機が現実であり、しかも深刻化しつつあることは疑いありません。ノースウェスタン大学のメディル・スクール (Medill School) に拠点を置くローカルニュース・イニシアティブ (Local News Initiative) による最新の報告によれば、2005年以降、主に週刊紙を中心に約2,900紙が[廃刊となり](https://theconversation.com/wealthier-urban-americans-have-access-to-more-local-news-while-roughly-half-of-us-counties-have-only-one-outlet-or-less-220382)、これは全体の約3分の1に相当します。

週刊紙は、従来、地域ジャーナリズムの中心的な存在で、地方自治体、学校、近隣の問題をカバーしてきました。さらに、結婚、誕生、逝去、青少年の活動など、日常的な情報を提供することで、コミュニティの結束を促してきました。

[多くの研究](https://medium.com/office-of-citizen/how-we-know-journalism-is-good-for-democracy-9125e5c995fb)によると、地域のニュース源を失ったコミュニティは、さまざまな問題に直面することが示されています。例えば、投票率の低下、政治家に立候補する人の減少などです。さらには「[頽廃税](https://www.bloomberg.com/news/articles/2018-05-30/when-local-newspapers-close-city-financing-costs-rise)」とでも呼べるような現象が発生します。消防署や高校などの新設のために資金を借りる地方自治体が、信頼できる地域ジャーナリズムが存在しない地域では、より高い金利を支払わなければならなくなるのです。

さらに憂慮すべきは、ニュースを視聴する人々が、大手全国メディア、特にケーブルニュースからの怒りを煽るようなコメントから情報を摂取するようになるということです。これにより、私たちを引き裂いている[党派的な分極化](https://theconversation.com/republicans-and-democrats-consider-each-other-immoral-even-when-treated-fairly-and-kindly-by-the-opposition-220002)の問題が一層悪化しています。

本来、学校の成績や教師の給与について話し合うべき学校区の公開討論会では、友人や隣人に向かって、COVID-19の規制や批判的人種理論、禁止したい本の話など、FOXニュースが煽ったような論争について激しい議論が行われていることが少なくありません。

では、適切なニュースメディアがないコミュニティは、どのようにその住民のニーズを満たせばよいのでしょうか？

 

## 起業家たちが立ち上がる

マサチューセッツ州ベッドフォードで起こった出来事は、ひとつの指標となります。ボストンの北西に位置し、人口約14,000人のこの郊外の町にはかつて『ベッドフォード・ミニットマン (Bedford Minuteman) 』という週刊紙が存在していました。しかし、その新聞は2012年までに、企業所有者であるGateHouse Media（後に米国最大の新聞チェーンであるガネットと合併）によって規模が縮小されました。

この地域の政府を監視し、その結果を会員に報告していた女性有権者同盟 (League of Women Voters) の3人のメンバーは、「この結果を広く市民のために知らせてみてはどうだろうか？」と思い至りました。

こうして誕生したのが、私たちの本でも紹介されている『[ベッドフォード・シティズン (Bedford Citizen)](https://thebedfordcitizen.org/) 』です。この非営利のウェブサイトは、最初はすべてボランティアによる運営でしたが、今では自発的な会費や広告が掲載された年次ガイドの発行などの様々な資金調達により、プロフェッショナルなニュース組織へと成長しました。このガイドは町内の全世帯に郵送されています。

現在、『ベッドフォード・シティズン』にはフルタイムの編集者、パートタイムの記者、そして有料のフリーランサーが在籍し、ときおり無償で記事を寄稿する人もいます。一方、『ベッドフォード・ミニットマン』はガネットの所有下で2022年に[閉鎖されました](https://dankennedy.net/2022/03/17/gannett-goes-a-massive-spree-of-closing-and-merging-weekly-newspapers/)。

近年、このようなプロジェクトが数百も[立ち上がっており](https://www.lionpublishers.com/about/)、非営利のものもあれば、営利のものもあります。閉鎖した数千の新聞を補うにはまだ足りませんが、クレッグと私は、独立した地域ニュースは今後も成長し続けるだろうと考えています。

 

## サービスが行き届いていないコミュニティへの支援

一筋縄ではいかない問題として、特に農村部や都市の有色人種コミュニティなど、[サービスが行き届いていない地域](https://www.niemanlab.org/2024/02/wealther-urban-americans-have-access-to-more-local-news/)への対応があります。

私たちはそのような地域のいくつかのプロジェクトのもとを訪れましたが、その運営者たちは非常に苦労していることがわかりました。

たとえば、『[ストームレイク・タイムズ・パイロット (Storm Lake Times Pilot)](https://www.stormlake.com/) 』の発行人兼編集者である[ピューリッツァー賞受賞者のアート・カレン (Art Cullen)](https://whatworks.news/2021/11/15/our-latest-contest-features-an-interview-with-art-cullen-editor-of-the-storm-lake-times/) は、自身も兄のジョン（John, 新聞社の社長）も給料を受け取っておらず、ソーシャル・セキュリティーを頼りにしていると私たちのポッドキャストで語ってくれました。

また、テネシー州メンフィスで、受賞歴のある『[MLK50: Justice Through Journalism](https://mlk50.com/)』を設立したウェンディ・C・トーマス (Wendi C. Thomas) は、初めはクレジットカードの借金を抱えてスタートしましたが、後に助成金を得ることができました。

最終的には、このような低所得コミュニティにこそ、トップダウンの支援が必要です。

地域ニュースを支援するための最も野心的な取り組みは、プレス・フォワード (Press Forward) という、20以上の財団からなるコンソーシアムです。このコンソーシアムは、今後5年間で独立した地域ニュースメディアに5億ドルを提供する予定です。しかし、これは必要な額のほんの一部に過ぎません。そこで現在、財団はさらに5億ドルを地域レベルで[調達する](https://www.poynter.org/business-work/2024/press-forward-announces-local-expansion/)ことを目指しています。

私たちの見解では、このような取り組みは、包括的な解決策というよりも、補完的なものと見なすべきです。

たとえば、[非営利ニュース協会 (Institute for Nonprofit News)](https://inn.org/) が管理しているニュースマッチ (NewsMatch) というプログラムがあります。ニュースマッチは、地域メディアが自力で集めた資金に応じて[資金援助を提供します](https://newsmatch.inn.org/)。非営利のジャーナリズムリーダーは、自分たちのコミュニティの慈善家に対して、ニュースも青少年プログラムや芸術・文化と同じくらい支援する価値があることを教育する必要があります。営利メディアは、購読者や広告主に対して、その価値を示さなければなりません。

クレッグと私は、全米を取材する中で、万能の解決策はないと感じています。何でもうまくいく可能性があり、何でも失敗する可能性があります。

何よりも、地域ニュースの危機は、首長や議員、全国的な財団によって解決されるものではありません。議員や財団からの支援は有用ではありますが、最終的には、地域のニーズに耳を傾け、草の根で将来を見通しながら活動する起業家たちによって解決されるものです。そして、そのような起業家たちが、今も実際にこの課題解決に向けて尽力しています。
